Hamish Taylors keynote speech was the most thought-provoking session I have seen for years and I cant wait to see how the BPA tops that for their 50th anniversary conference Colin Arthur, client services director, ZZPS Consider all angles We welcome the announcement from Secretary of State for Transport Grant Shapps that local authorities outside London will soon be granted the powers to enforce moving traffic contraventions under the Transport Management Act 2004. It will provide a level playing field for councils across England. However, it will be important for councils to consider a number of factors before deploying cameras, to achieve the highest productivity with the lowest operating costs. Instead of rushing into enforcing single applications such as box junctions and banned turns councils should take a more holistic solution approach, including the integration of enforcement cameras with air-quality monitoring sensors. This will cross-correlate the impact of improved driver compliance with the improvements in air quality that would be realised as a result of these measures in our cities. To that end, they need to specify a single digital video platform with the flexibility to support multiple traffic, parking, school safety, clean air and crime prevention applications simultaneously. Another factor to consider is the use of equipment that supports interoperability and industry standards such as ONVIF, to eliminate being locked into a single camera and hardware supplier, and allow the use of best of breed technologies. For example, the latest HD cameras deliver higher quality images to improve capture rates and can be further enhanced by combining ANPR and video analytics to identify only the vehicles that are committing offences. The use of an externally hosted service will also eliminate the need to deploy IT infrastructure and software locally, enabling installations to be implemented in weeks instead of months, further improving the overall return on investment. Throughout the day, the audience asked questions some of them quite challenging, with no straightforward answers. At lunchtime and in the break, delegates were keen to chat about what they had heard and to ask exhibitors for their opinions and expertise. Attendees could also ask for advice and support at the three parking clinics on the Positive Parking Agenda, Technology, Innovation and Research, and the Parking Act. The afternoon session featured some excellent short presentations from a range of public and private sector parking professionals, and experts from other sectors, on their work to influence change. Space limits how much of these I can share with you here, but they were all really inspiring and thoughtprovoking as was the whole conference. The excellent facilitator, Susan Bookbinder back for her second year at conference and now a self-confessed parking person said: We want to empower members with tools and attitudes and renewed vigour, to identify with the subjects most important for them and get involved. Taylor advised: If you want change, look for inspiration outside of your industry. It doesnt matter what sector you work in, what matters is the ability to put the customer at the centre of your thinking that is key.
