AOS Conference speakers Fraser Sampson, biometrics and surveillance camera commissioner, and Laurie Clarke, certification manager at IQ Certify. Sampson led with a presentation on how surveillance technology impacts on many aspects of daily life there were 75 million data recordings by automatic number plate recognition (ANPR) cameras a day in 2021 and the moral, ethical and commercial importance of ensuring the integrity of the systems used and everyone involved in the process, from manufacturer through to operator. There are significant ethical and human rights considerations attached to using cameras in public spaces, Sampson said. We need to make sure we are adhering to the principles of the code and demonstrate our integrity: that way, Get in touch Throughout the conference, the emphasis was on the support the BPA will be offering members affected by the Single Code of Practice. Members were urged to contact Clark and Roberts for individual briefings on queries and concerns they may have. There will be further opportunities to meet as a group in future, including tailored webinars that will be informed by the questions raised during the conference. Training packs are being created to address specific needs, and email and online communications will continue to keep members abreast of developments. The AOS team can be contacted at AOS@britishparking.co.uk Remember that BPA members are also entitled to 30 free minutes of legal advice with BPA Lawline: email bpa@jmw.co.uk We strongly recommend you start changing your processes as far as you can now, to be in line with the new Appeals Charter, because early implementation will save you time later on we can build public confidence that cameras are used only for legitimate and appropriate reasons. Clarke spoke about sections 3 and 7.1 in the Parking Code that reference the Surveillance Camera Code of Practice with regards to signs and surface markings, and use of photographic evidence and technology. He explained how to monitor compliance with the code internally, how an external company can help, and the benefits of each approach. Both approaches have value, he said. Demonstrating initial compliance is great, but it is also important to show ongoing compliance with an annual review. Compliance with the codes is not mandatory, as one of the audience pointed out. Sampson confirmed this, but warned: Questions, particularly around data protection, will arise. You will need to be able to answer them and if you have certification from an independent company that says what you are doing is entirely in keeping with the code, this will help. We call it the shield effect, Clarke added.
