For further information visit britishparkingawards.co.uk Persistent traffic and parking evaders and owners of untaxed vehicles in Cardiff face having their wheels clamped and even removed by the council, under existing devolved powers and DVLA permission. Cardiff Councils Cabinet decided to adopt the measures at a meeting in November. There are two separate enforcement measures planned action against illegally parked vehicles under the Traffic Management Act 2004, and action against untaxed vehicles under the Vehicle Excise Duty (Immobilisation, Removal and Disposal of Vehicles) Regulations 1997. Vehicles that will be targeted in the clampdown include: P ersistent parking and traffic ticket evaders V ehicles that cause a dangerous illegal obstruction on roads with double yellow lines or other traffic restrictions V ehicles that do not have a registered owner with the DVLA and vehicles that have not been taxed for two months or more. Vehicles will not be removed for regular parking offences, unless they are dangerously parked on the highway. Caro Wild, cabinet member for strategic planning and transport, said: This new policy is about clearing our streets of dangerous vehicles and clamping down on people who persistently give little regard for the rules. We also know that there is a strong correlation between unregistered vehicles and crime, so we are pleased we now have the powers to act. Meanwhile, motorists who persistently fail to pay their penalty charge notices (PCNs) will have their vehicles seized following a crackdown by the Isle of Wight Council. A new policy allows the removal, storage and scrapping of vehicles with three or more unpaid PCNs. Flouting fine payment costs the council a significant sum, so this new policy will crack down on those who think they can get away with it, said Ian Ward, councillor for transport.
