Moving traffic enforcement Parking pioneers A total of 12 local authorities have applied for the new powers to manage moving traffic contraventions; 11 of them are BPA members. Louise Parfitt caught up with some of the early adopters to find out why they decided to apply and how they are progressing Robert Shoebridge, group manager traffic and transportation, Derby City Council These powers mean that we can take consistent enforcement action against those who continue to choose not to comply We have started small because we want to make sure we get this absolutely right. You also have to think of the extra work it will create, and ensure the well-being of the staff who are going to have this additional workload. We have applied to use cameras at six school safe haven schemes and four entry-restricted sites. The school locations were already in place as part of our school streets initiatives that prohibit unauthorised parking close to schools at drop-off and pick-up times in order to keep children safe, reduce pollution and keep the street clear for residential use. We have applied to use cameras at these locations because residents were telling us that unless an on-street enforcement team were there, people were still breaking the rules. These powers mean that we can take consistent enforcement action against those who continue to choose not to comply. The other sites three no entry streets and one no left turn were chosen based on historical complaints, accident reports and police data. Again, we have tried to educate and engineer out the issues for example we created a sharp kerb at the no left turn road making it more difficult to turn into but the evidence is showing that more action needs to be taken. We are really pleased to be one of the early adopters of moving traffic enforcement (MTE). We used the time during the pandemic when we were quieter to go through all our traffic regulation orders. Our team visited all 300-plus sites to ensure the signs and lines were as they should be. This belt and braces approach stood us in good stead when applying for the powers because it is one of the things that the Department for Transport (DfT) requires you to do. 26 PN Oct 2022 pp26-31 MTE.indd 26 23/09/2022 11:40
