A few English councils (see pages 12-13) now find themselves pioneers in managing moving traffic using powers that came into operation at the end of May 2022. What opportunities does this present for us all? Many, I would suggest. Many of our local authority members will be watching developments to see whether they should be seeking these new powers for themselves. Many of our technology providers will be looking for opportunities to provide new services. Many of our enforcement agents will be canvassing for new business opportunities that will inevitably arise and so will those who provide councils with a whole range of services and systems. This is an opportunity for a wide spectrum of our membership, working together for the common good and to better manage our streets. The new 2022 regulations, in effect, merge bus lane, traffic management and parking into one set of regulations. Additionally, contravention codes have been deregulated and are set out in statutory guidance, which makes them so much easier to update. Indeed, this month, for the first time since 2008, we have the opportunity of common contravention codes across the whole of England. Wales led the way in the deregulation of codes in 2013. We now have an opportunity to modernise and make them fit for purpose in 21st-century motoring. C As we take on these new powers, I urge everyone involved in communicating with motorists to review their correspondence and, for that matter, any onsite signage to ensure that what you are saying is plain, simple, and easy to understand. Its highly likely that the emerging statutory Code of Practice for parking on private land will say something about this.
