Obituary Lord Borrie 19312016 Tributes have been paid to a late CTSI vice-president, described as both a hero and an inspiration. Born Gordon Johnson Borrie, Lord Borrie QC was a CTSI vicepresident and former director general of what was the Office of Fair Trading (OFT). Hedied on 30 September 2016, aged 85. As the longest-serving director general of the OFT,Lord Borrie campaigned tirelessly for the British consumer, battling rogue traders and setting the foundations for modern consumerprotection. After serving the OFT for 16 years, Lord Borrie became president of the then Trading Standards Institute in 1992, a post he held until 1996, then becoming vice-president. Noel Hunter, CTSI vice-president, said: Gordon will be fondly remembered by all who knew him for his humility, his wit, his sartorial elegance and formidable intellect. He was excellent and engaging company, particularly when in the company of his delightful Canadian wife, Dorene, who was sometimes heard to chide him gently for gassing too much. To myself, and many others, he was an inspiration, a hero and a friend who will be sadly missed. Paul Allen, CTSI vice-president, said: Gordon Borrie was our greatest consumer champion and his work on behalf of consumers, fairtraders and the institute, both as director general of fair trading andas our president, was second to none. He was an extremely kind and thoughtful person and did not talk down to his many friends and colleagues in government and the trading standards service. Born on 13 March 1931, Lord Borrie was educated at John Bright Grammar School, Wales, and Manchester University, where he studied law and chaired the Labour Club. He later won a Harmsworth scholarship to the Honourable Society of the Middle Temple and was called to the Bar in 1952. After lecturing at the College of Law, in 1965 he was appointed senior lecturer in law at Birmingham University, and four years later, was made professor of English law and director of the universitys Institute of Judicial Administration. In 1974, he was appointed Dean of the Faculty of Law. Lord Borrie published several books on the consumer and the law and, from 1972, served on the council of the Consumers Association. He was knighted in 1982 and made a QC in 1986. He was created a life peer in 1995 and sat on the Labour benches. He contributed to debates on the Consumer Rights Bill, the Public Bodies Order and various debates on changes to the UKs consumer landscape. Gordon Borrie married Dorene Toland in 1960 and the couple enjoyed ballroom dancing together each year at the TSI conference gala dinner. Lady Borrie died in 2010. They had no children. Leon Livermore, chief executive of CTSI, offered his condolences to Lord Borries family. He said: He was a good friend, not only of our institute, but also of our profession, service and consumers. His wisdom and advocacy on and for trading standards will be sorely missed. A celebration of Lord Borries life will take place at The Temple Church, London, on 17 November at 11.30am.
